Which would be responsible for the cost of his recovery: California or the USA Federal Govt.?

1. Would the LAPD be sent to his rescue … or the Army … or Holly wood actors & private citizens? Remember, he’s acting on behalf of the Californian’s as Governor.

   But to answer your question the Federal government would be responsible. However, I'm sure that the California state government would work closely with them. Many celebrities would probably participate by making public pleas for his safe return.

4. he's an American citizen.. so the US federal policies apply.. and they don't negotiate with terrorists or whatever that is.. though I'm sure they'd barter for aid or something and get him out… maybe send in the special forces with him being a diplomat.. who can say for sure.
5. It would be the US military; most likely a strike force like the Green Beret's or the Navy Seals.

14. Sylvester Stallone, Jean Claude van Damme, Bruce Willis, Chuck Norris, and Antonio Banderas would be air dropped in from a stealth bomber with Buck Rodger's outfits and have him back in California in time for fresh frozen orange juice during the Larry King Show.
15. Rambo would lead Chuck Norris and Dog the Bounty Hunter in a daring rescue. It would be filmed and released as a major motion picture!

20. Gov. Schwarzenegger is there as campaign pressure from the Hollywood community & liberals who are wanting their Govenor to witness first hand the conditions (giggle).

    Plus, he was thinking can work in filming Kindergarden Cop II as a bonus (hee-hee).
