How can you burn fat around the waist and build muscle at the same time? Cardio mixed with weight lifting?

I have very skinny arms and legs so I am currently trying to build muscle. I am using creatine and protein and going to the gym 5 times a week for an hour at a time.

  1. I am also trying to tone my abs. My abs have a small amount of fat around them. It's the only fat I can't seem to get rid of.
  2. My question is: how do burn the fat around my waist and build muscle on the rest of my body at the same time? I've been told to do cardio, but I thought you were supposed to avoid doing excessive amounts of cardio when trying to build muscle. If anyone has any tips, they would be much appreciated.
  3. swimming. the resistance of the water builds up muscle while the full-body workout really burns a lot of fat.
